Elmer Leroy Wagner was born on July 26, 1918, in Ritzville, Adams County, Washington. He was the son of Jacob B. Wagner and Mary K. Weber Wagner.
Elmer served in the #22 Operational Training Unit of the Royal Canadian Air Force during World War II. He was declared Missing in Action on July 28, 1942, when his Wellington aircraft, attached to #102 Squadron, missing during a trip over enemy territory. His body was never found.
